Are they worth the effort?

IN VICTORIA, to run Lucky Envelopes you must now

  1. Hold a "declared status" as a community or charitable organization
  2. Nominate an individual who takes responsibility for running the Lucky Envelopes 
  3. Obtain a permit from the Victorian Casino and Gaming Authority. A permit currently costs $35.00 and lasts for 24 months.
  4. Lodge your application at least 21 days before you propose to begin selling the envelopes. 
  5. Open a special bank account just for Lucky envelope takings.
  6. Keep financial and other records as specified by the Victorian Casino and Gaming Authority for three years.
  7. The Lotteries and Gaming Act requires that not less than 50% and not more than 75% of the gross receipts shall be distributed as prizes.
  8. Lucky envelopes cannot be sold to people under 18.

We recommend selling tickets for $1 or $2.
For a SPORTING ORGANISATION, selling Lucky Envelopes every week as an on-going fundraiser, the cost of the licence and bank account are spread over a great number of sales. It can be an easy fundraiser.
For an organization selling them only once a year at a FETE, (with careful timing, three fetes could be covered by one licence) the benefits are not so clear. Consider whether the person selling tickets on the day could be put to better use somewhere else – this can be really important if you are short on manpower.
